Background / Decision Summary:

 

At Executive meeting in January 2024, Executive recommended a budget which was signed off at full Council in February 2024.

 

Part of the budget was a saving listed for Place Directorate. PLA14 Household Recycling Sites - adjust opening hours at Household Waste Recycling Sites allowing for a variety of opening to accommodate customers and following evidence on busiest times for attendance.

 

The Council has two household waste recycling centres (HWRC’s) in the city. Hazel Court HWRC is located on James Street, York, YO10 3DS and Towthorpe HWRC is located on Moor Lane, Strensall, YO32 9ST. The decision formalise that:-

 

·    Hazel Court Household Waste Recycling Centre closes on a Wednesday (please note Towthorpe HWRC is already closed on a Wednesday as do HWRC’s in North Yorkshire)

 

·    That the opening hours from April to September are adjusted at both Hazel Court HWRC and Towthorpe HWRC from 7pm (current closing time) to 6 pm.

 

It is proposed that these changes are made on site with effect from Monday 6th May 2024 onwards. The service will review this to ensure there are no adverse effects.

 

 

 

 

 

Options Considered:

 

Usage figures from the ANPR cameras on site at both locations shows that usage of the household waste recycling centres are exceedingly low between the hours of 6 p.m. and 7 p.m. This has been monitored at different points of the year to account for seasonality. Peak times on the site are from 10 a.m. to 3 p.m.

 

All neighbouring authorities close their HWRC’s on a Wednesday and closing Hazel Court HWRC will bring CYC in line with neighbouring authorities.

 

Options Rejected:

 

The public are not utilising the later time slots over the summer months at the HWRC’s (i.e. exceedingly low usage figures between 6 p.m. and 7 p.m.). Therefore, amending the current opening/closing times reflects current usage and will help the Council to meet it agreed budget savings.

 

Consultation Process:

 

The decision will need to be communicated to Yorwaste who operate the HWRC’s on the Council’s behalf. Yorwaste were informally consulted as part of the budget proposals.

Comments/Observations: The service will need to ensure that it communicates the changes to site users and traders who use the site(s) in advance of the changes. The service will also need to update the Council’s website and ensure staff are the contact centre are aware of the changes.
